行政事业性国有资产管理存在的问题及对策

摘　　要：本文分析了行政事业性国有资产管理中存在的问题,指出行政性事业国有资产的资 产形成渠道多、来源复杂;资产管理分散,部门之间缺乏有效协调;使用上缺乏责任机制和监督 机制;法律法规以及政策措施建设滞后等。因此,加强行政事业性国有资产管理,一是要建立健 全行政性资产监督制度;二是要强化预算管理,建立行政事业性国有资产调剂制度;三是要实行 统一权责管理;四是要建立行政事业性国有资产市场化的运营体系。The article analyses the problems existing in state-owned assets management of administrative undertakings institutions and points out that such assets has multiple channels and complex sources, and has other problems such as these assets are managed scatteringly and is there is lack of coordination a-mong different departments. It is also lack of responsibility and supervision mechanisms on their utilization , Laws, regulations and policies as well as measures construction are lag behind in this field. Therefore, following 4 measures should be taken in strengthening the management of state-owned assets of administrative undertakings institutions! First, to set up the assets supervisory system; Second, the budget management should be reinforced and adjusting system among the state-owned assets of different administrative undertakings should be set up; Third, to apply an unified management system with rights and responsibilities; and Fourth, to set up a market operation system of all state-owned assets of administrative undertakings institutions.
