摘　　要：作为科学发展观核心的以人为本 ,符合马克思主义的基本原则和本质规定 ,是党中央顺应当代世界发展进步的必然趋势和适应全面建设小康社会的迫切要求 ,深刻总结我国 2 0多年改革开放实践经验的基础上做出的战略决策 ,充分体现了中国共产党立党为公。Taking Man as the End as the core of Deng Xiao-ping development concept coincides with Marxism fundamental principles and essence. It is a strategic decision that after deep summarizing the practice experience of reform and opening-up over 20 years the Party Central Committee made to conform to the inexorable trend of the contemporary world development and to fit in with the urgent need of overall building up the well-off society. It fully embodies the CPC's cardinal purpose of founding-Party for the people and administering for the people and the CPC's class nature of serving the people wholeheartedly.
