摘　　要：运用新制度经济学的理论,对体育领域中"科学技术是第一生产力"的适用性进行了探讨,在此基础上提出制度是推动体育发展的根本因素的观点,并认为推动我国体育发展必须重视对制度的研究。Using the new theory of Institutional Economics,the authors probed into the applicability of the slogan of 'science and technology are the No. 1 productivity' in physical education area,brought forward that institution was the fundamental factor to boost the development of physical education on the basis of their research, and considered that institutional research ought to be highly valued in order to boost the development of physical education in China.
