摘　　要：家庭联产承包制取代人民公社,这一基本经营制度的改变带来了农村公共产品供给体制的变迁,但这种变迁总体来说仍是人民公社时期供给体制的承继和延续,它在促进农村社会经济发展的同时,也出现了很多矛盾和失衡,为了从根本上解决"三农"问题,实现我国全面小康的目标,应采取相应的政策和措施,重新构建我国农村公共产品供给体制。The family contracted responsibility system with remuneration linked to output has replaced the people ' s communes. This basic operational system has brought out the changes in the supply system of rural public products. However, such changes, generally speaking, are the continuation of the supply system during the period of the people' s communes. It has promoted the development of social economy, yet it is contradictory and unbalanced. In order to essentially solve the 'Three - agriculture' issues and achieve the goal of building a well - off society set by the Central Party Committee of CPC, we should take corresponding policies and countermeasures, and rebuild the supply system of rural public products in China.
