永安市林权制度改革不同阶段的对比分析

摘　　要：建立现代林业产权制度是林业整个改革的核心和基础。自改革开放以来，永安市先后进行了林业股份合作制改革、集体林经营体制改革、集体林权制度改革等三个阶段的实践和探索。对比三次改革，集体林权制度改革的思路更加清晰、目标更加明确、程序更加规范、步骤更加扎实、效果更加明显。Today, establishment of modern forestry property system is the core and base of the whole forestry reform process. Since reform and opening, Yong'an has practiced and explored 3 phases of it-shareholding cooperative reform of forestry, collective forest operating system reform, and collective forest property system reform. By comparing the 3 reforms, Yong'an now is much clearer about the way and goal of forest property system reform to realize more obvious results.
