摘　　要：西部烟草工业发展面临的几大现实问题是:增长质量不高 ,经济效率较低 ;税收负担过重 ;出口比例低 ,国际竞争力弱 ;企业综合素质差。为此 ,必须采取如下策略 :改善烟叶的综合品质和工业可用性 ;加快产品开发 ;加强对制丝工艺技术的研究 ;强化市场观念 ;加快资产重组 ,实现规模经营 ;实施品牌战略 。Tobacco industry in western China faces several serious problems:unsatisfied growth quantity and lower economic efficiency;overweighed taxes;lower proportion of exportation,and weak ability in internationˉal competition;poor comprehensive ability of enterprises.Therefore,the following measures should be taken into consideration:to improve the comprehensive quality of tobacco leaves and industrial utilization;to quickˉen the development of products;to reinforce the research on the tobacco cutting craft;to enhance the market conception;to reorganize assets to promote large_scale operation;to carry out brand_creating strategy to expand market.
