美国城市成长管理政策研究及其借鉴

摘　　要：美国实行了30年的城市成长管理政策取得了显著的成就。它有效地遏止了城市的蔓延,保护了土地和生态环境,保护与改善了社区生活质量,保持和恢复了老街坊和老商业区的活力,确保了社区间财政与社会公平,拓宽了住房和就业机会,降低了公共及私人投资在开发过程中的风险。中国今天所面临的因城市的无序成长与蔓延而引发的城市问题,与当时美国所面临的情况有许多相同或相似之处。在总结美国城市成长管理政策的基础上,提出美国城市成长管理政策对我国城市发展的借鉴之处。American city growth management policy has acquired prominent achievement for thirty years. The policy keeps within limits effectively the spreading of city and protects glebe and zoology circumstance, and it also protects and improves the living quality of societies, furthermore it keeps and renews the energy of old street and business district and makes sure the justice between finance and society, on the other side it increases the chance of employment and depresses the venture of public and individual investment. The city problem arousing by the city growth confusedly which China is facing is the same as USA. On the basis of summing up American city growth management policy, the thesis brings forward the reference of city growth and management of our country which American growth managementpolicy gives.
