摘 要:大连是一个严重资源性缺水的城市 ,如何有效开发非传统水资源 ,实现污水资源化 ,维护城市经济的可持续发展是论文研究的中心问题。污水回用是当今许多缺水城市为解决水资源紧张问题所广泛采用的措施 ,也是缺水城市必须要走的发展道路。城市的发展必须建立在生态平衡的基础之上 ,这就要求城市的污水必须经过处理才能排放 ,排污量和处理量基本等同。论文结合大连市的实际情况 ,在分析了大连污水资源化的迫切性、可行性及污水资源化利用现状的基础上 ,提出污水资源化优于海水淡化和跨流域远距离调水的观点 ,提出优先发展污水资源化 ,多渠道筹集资金 ,理顺运营机制。Since Dalian is a city short of water resources, it becomes extremely urgent to solve the problems of developing non\|traditional water resources, of reusing sewage to maintain the sustainable development of the city economy. The recycle of sewage is a widely adopted method to alleviate the serious water problems in many cities. It is, at the same time, a must\|go for many cities short of water resources. To ensure the ecological balance of the city devlopment, it is important to keep the amount of sewage and the amount of sewage treatment at the approximately same level. This paper, by analyzing the great urgency, feasibility and current situation of sewage treatment in Dalian city, points out that it is much better to treat sewage than to desalinate seawater or to transfer fresh water from distant sources. And finally, suggestions are offered as to develop sewage treatment as a priority, to collect funds, to better operation system, and to perfect rules and laws.
