摘　　要：　中国地震灾害紧急救援经过三年来的开拓性发展, 完成了多次具有减灾实效的成功救援行动。然而, 由于我国救援事业起步较晚, 整体水平还有待提高。本文回顾总结了国际上发达国家灾害紧急救援指挥决策系统现状, 结合中国国际救援队两年以来多次境内外地震紧急救援行动所获得的经验教训, 强调了建立地震紧急救援数据库和救援指挥决策系统的意义和必要性, 并初步提出了建立适合我国国情的救援数据库和决策系统的基本框架。Since the establishment three years ago, the China International Search and Rescue (CISAR) has made a lot of progress and has successfully conducted several SAR missions both internationally and domestically. However, there still exists some shortage in terms of information management and decision-making. This paper reviews the actuality of the emergency management in some developed countries, combining with the experiences and lessons learnt from the recent SAR missions of CISAR, and points out the important role in which the decision-making system plays. Finally, a frame structure of information management and decision-making system is proposed with the consideration of CISAR's current situation.
