试论扶助城镇贫困群体的基本对策

摘　　要：随着改革的不断深入,以下岗、失业人员为主的城镇贫困群体的规模不断扩大,他们对社会生活产生了广泛而深刻的影响。当前扶助城镇贫困群体应采取的基本对策有:建立和完善社会保障制度,保障城镇贫困群体应有的生存和生活资料;进一步加大就业和再就业力度,对贫困群体给予特殊的就业援助;加大“教育扶持”,大力促进贫困者的社会参与,提高其参与能力;进一步培育社会扶贫力量等。Along with the deepening of reforming, the unemployed people are expanding constantly for the scale of the urban poor colony, which has already had an extensive and deep impact on social life. The basic countermeasure to assist the group of the urban poor should be as follows:to set up and perfect the social security system, to ensure urban poor group's due existence and means of livelihood, to strengthen employment and reemployment dynamics further, to offer special employment to help to the poor group to strengthen “educating and supporting”, to promote the communal participation of the poor one in a more effective manner, and to further foster the social anti-poverty strength, etc.
