摘　　要：针对科研院所知识产权管理和保护意识淡薄的问题,指出应增强科研人员的专利意识和法制观念,应把知识产权保护作为科技项目管理的重要内容,应通过建立规章制度完善激励和监督机制,应以专利实施促进科研成果转化。In the light of the problem that the consciousness of managing and protecting the intellectual property right of the scientific research institutes is thin, this paper points out that should strengthen the patent consciousness and legal sense of the scientific researchers, should regard the protection of the intellectual property right as the important content of the management of the scientific research projects, should establish rules and regulations for perfecting the excitation mechanism and supervision mechanism, and should promote the transformation of the scientific research achievements through the implement of the patents.
