关于我国农村土地制度创新的几点思考

摘　　要：现行农村土地制度按人均分土地使用权,导致土地经营规模狭小,生产效率低下,同时还存在着土地产权主体不明或缺失,农民的合法收益无法保障,集体土地所有权不完整,土地承包经营权不稳定的弊端。为此,在农村土地制度创新上,应明确农地产权主体,开展农地产权的市场化流转,在合理流转的基础上,促使土地适度规模经营,组建农民产业协会。The current rural land system assigns land use right to each person on an average basis. This has led to the small scale of land management and low efficiency. Meanwhile, there still exists defects such as ,the ambiguity or loss of land property ownership, no guarantee for the farmers' legal proceedings and the incomplete collective ownership of land. For this reason, as far as innovation of rural land system is concerned, the main body of farmers' land production right should be made clear and marketing transference of farmers' land production right should be carried out. Based on the reasonable transference, land should be cultivated on a due scale and farmers' production association is to be established.
