摘　　要：建设和谐城市是科学发展观对城市规划工作的具体要求。和谐城市规划作为一个总的指导思想,落实到具体操作上,主要包括生态规划和景观规划两个方面,其具体实施措施有以下几个方面大力宣传和谐城市理论;加强科学的前期准备工作;进行城市总体景观设计,妥善处理城市的环境与资源的关系;改变能源结构与提高能源利用效率;加强科技与文化投入。To build a harmonious city is the practical requirement of the urban planning by the scientific view.The planning of a harmonious city is the mas- ter guiding principle and it includes ecological plan- ningand landscape planning.The detailed measures taken for the implementation include publicizing the theory of harmonious cities,making efforts in the early stage of the scientific preparation,carrying out the urban master landscape design,properly handling the relationship between urban environ- ment and resources,changing the energy structure and improving its utilization efficiency,intensifying efforts in scientific and cultural investments.
