摘　　要：简述《水利产业政策》的内涵 ,论述公共政策评估模式、建立评估指标体系的方法、原则 ,利用层次分析法建立《水利产业政策》评估指标体系 ,并提出对其定量指标用功效系数法进行测算 。A brief introduction to Water Resources Industry Policy is given. Public policy evaluation mode and the methods and principles of establishing evaluation index system are discussed. The evaluation index system of Water Resources Industry Policy is established by use of the hierarchy analytic method. It is also put forward that the efficiency coefficient method should be employed for its quantitative indices, and fuzzy mathematical models should be employed for its qualitative indices.
