摘　　要：结合淮安市的农业水费收缴情况 ,从水商品的角度阐述淮安市水利工程供水的运行模式 ,结合目前供水体制改革 。In this paper operation modes of water resources projects in Huai'an City is introduced from the viewpoint of water commodity combined with its collecting situation of water rate for agricultural use. As regards the reform of current water supply system, it is suggested that authorized collection of water rate for agricultural use should be changed into the collection by water resources units.
