摘　　要：目的　研究某航海基地人员对卫生系统反应性的认识,为积极维护和增进官兵的健康,满足官兵的合理需求,提出决策建议。方法　采用问卷调查对某航海基地关键知情人(卫生机关单位领导、卫生机关一般管理人员、预防保健人员、有专业职称的医务技术人员、门诊就医人员、住院患者 )、航海作业人员等进行调查。调查内容包括: (1)对人的尊重(尊严、自主性、保密性、交流); (2)以病人为中心(及时关注、基础设施、社会支持网络、选择)。结果　大部分人员认为卫生系统反应性很好和好, 反应性总得分 7. 839分(满分 10分),高于社会人群反应性得分。结论　海军某航海基地卫生系统反应性总体情况尚好,但仍发现存在着一些问题,由于供给方人员与需求方人员看问题角度不同,评价结果差异有统计学意义,需求方人员对卫生系统反应性评价低于供给方人员。随着卫生机构编制体制的优化调整,管理水平的逐步提高,这些问题必将有所改进。Objective By investigating the consciousness of health system responsiveness in some navy base, decisions and suggestions were made to maintain and advance the health of service men and to meet the reasonable needs. Methods Questionnaires were used in leaders, administrators of health organizations, health protectors, professional medical staff, patients and service men in division. The content of questionnaire includes the respect for people and client-center. Results Most people consider responsiveness was very good or good. Total score of responsiveness is 7.839(full mark is 10), higher than the score of social crowd. Conclusions The general situation of health system responsiveness is good in some navy base, especially in secrecy and respect. But problems still exist in troops below division. It needs the optimization and adjustment of health system and improvement of management to solve those problems.
