我国资源型城市衰退的体制原因分析

摘　　要：文章认为资源型城市衰退的根本原因不是资源枯竭,而是体制方面对其不公平待遇的必然结果。资源型城市在我国体制变迁的三个阶段中,由于缺失了"过渡阶段",而缺乏地区的原始资本积累。因此,改变资源型城市衰退局面的办法也要从体制改革的角度入手。This article indicates that the essential reason of resource-typed cities' recession isn't the exhausted resource but the inevitable outcome of unfair treatment to them in the institution system. During the three stages of the variance on Chinese institution system, resource-typed cities were lack of original capital accumulation due to the shortness of 'transition stage'. Therefore, the solution must be taken by means of the reform of systems to solve the problem of the declining situation in resource-typed cities.
