摘 要:在农村集体建设用地入市形势日渐明朗之时,政府土地行政管理部门以及相关立法机构的当务之急是建立好集体建设用地流转的支撑体系。就农村集体建设用地支撑体系框架中的制度支撑体系、法制支撑体系、权益保障支撑体系和外部环境支撑体系进行探讨,最终将集体建设用地关注的焦点转移到入市后及其相关制度的建设上来。As the rural collective land for construction is entering the market, governmental administration of land management and relevant legislature should give top priority to the establishment of the supporting system of conversion of the collective land for construction. This paper probes into the sub-systems in the frame of supporting system of the rural collective land for construction, including constitution supporting system, legal supporting system, rights-safeguarding supporting system and external environment supporting system,focusing on the establishment of relevant regulations after the collective land for construction enters the market.
