摘　　要：濮阳市是河南省严重缺水城市之一,目前濮阳市浅层地下水开发引发的主要是环境地质问题。从水资源、地质环境和社会经济的特点出发,提出实现水资源和社会经济可持续发展的对策:建立节水型社会、实施节水战略、引黄(河)补源、利用经济杠杆调节供需矛盾、加强监测预报,实现地质环境和社会经济的可持续发展。Puyang City is one of the cities that are short of water in Henan Province. The present major problem caused by the exploitation of shallow groundwater in the city concerns the environmental geology. This paper, starting from the characteristics of water resource, geological environment, and social economy, presents the strategies to fulfill the sustainable development of water resource and social economy: setting up water-saving society, carrying out water-saving tactics, drawing Yellow River to supplement water source, making use of economic lever to regulate the contradiction between supply and demand, and strengthening monitoring and prediction to fulfill sustainable development of geological environment and social economy.
