城市化进程中农地征用制度创新初探

摘　　要：随着城市化进程的加快,农地征用问题越来越突出,失地失业农民不断增多,根本原因就是我国农地征用制度存在缺陷。为切实解决土地征用造成的问题,当前应明确土地所有权和产权关系,界定土地产权内容,建立科学的征地补偿标准,推进失地农民养老保险制度的建立。With the process of urbanization, the problems in requisition farm-land are standing out. The peasants out of work or without land are increasing gradually, which is basically due to the defects of the farm-land requisition system. In solving all the problems in taking over for use the farm-land, we should clearly define the ownership and the property right of land, define the contents of the land ownership, formulate a scientific compensation criterion and push forward to establish the old-age pension for peasants who lost land.
