高校科技发展中存在的问题与对策

摘　　要：高校科技的迅猛发展 ,带来了科技、教育与生产如何结合 ,怎样建立和完善适应市场经济的科技管理体制、科技激励机制和投资保证机制问题。正确认识和处理教学、科研与产业的关系 ,促进多种形式的产学研结合 ,充分调动教师、科技人员创新、创业的积极性 ,形成正确导向 ,建立起竞争、激励、约束和保障机制并存的科技管理体系与运行体系 ,应是解决问题对策中的应有之义。With the development of science and technology in higher institutions,some problems have come into existence:how to combine the science and technology,education and production , how to set up and perfect the science and technology systems whichtally with market economy,encouraging science and technology and pledging investment.In order to solve the problems,the strategies following understanding and dealing with the relationships among product learn research,promoting the varieties of combination correctly;bringing every positive factor into innovations and pioneering works including teachers and scientific and technical workers in order to form the right orientation;building the systems in managing science and technology and movement with the competition,encouragement,restraint and ensurement;they are the keys to the problems in the strategies.
