摘　　要：当前,欧盟在政治联合上的滞后与经济一体化的巨大成就形成了鲜明的对比。在1992年签订的《马斯特里赫特条约》中欧盟各国正式提出了“共同外交与安全政策”,然而该政策在实践中却一直表现乏力。本文试图通过分析欧洲一体化进程中外交领域的合作历程,从制度和国家利益两个层次对共同外交政策的实践困境进行分析,并对其未来发展方向作一探讨。Nowadays,the stagnation of the political union of the EUand the great achievement of economic unification form a sharp contrast. The EU members put forward formally the 'CFSP'in Maastricht Treaty signed in 1992. However,this policy hasn't played an efficient role in practice. This article tries to analyze the practical dilemma of CFSP from the aspects of system and national interest and make an inquiry into its development. All of these will be done through an analysis of the diplomatic co-operation course in the process of Europan unification.
