摘　　要：农村三级医疗预防保健网是农村医疗卫生服务的主要提供者,然而,这张“网”的一些部位却是如此薄弱,遍布乡村的已基本私营化的村级卫生机构;另一部分是乡镇一级的卫生院,虽然得到政府的资助和支持,但工作不尽理想。有鉴于此,应当重新定位乡村两级卫生机构的地位和作用,将政府用于农村卫生事业的经费倾斜到直接提供大量医疗卫生服务的村级卫生机构。Rural health net with three grades of administrative level is the major suppler in rural health service. Although some parts of this net are compact, they are still weak to some extent, which are the rustic health organizations commonly realized to privately own. These rustic minor health organizations get the finance and support from government, but they can’t finish task well. In view of this, it should be re-oriented the position and function of rustic health organizations and supply the finance to the rustic health organizations which directly supply the health service to a great deal of peasants.
