摘　　要：自2003年8月在郑州召开的全国行政规范性文件备案工作会议之后,我国省一级的行政规范性文件备案审查制度已基本建立起来,这标志着我国在行政规范性文件的规范与治理方面取得了实质性的进展。但由于行政系统自身对行政规范性文件实施监控的制度本身存在难以消除的缺陷,因此,如果立法监控、司法监控得不到加强,行政规范性文件的监控体制始终是残缺不全的。Almost all of the provinces in our country have established practicable investigation systems of the administrative norms since the meeting which discussed how to keep the administrative norms on record held in Zhengzhou in August,2003.And this means substantial progress has been made in supervising the administrative noms.Nevertheless,the supervision system of the administrative norms is still not perfect if we won't enhance the level of the legislative supervision and judicial supervision because the administrative supervision has a blemish which can't be removed easily.
