摘　　要：行政监察是依法行政、廉洁行政、高效行政的重要保证。本文阐述了《中华人民共和国行政监察法实施条例》的优点,探讨了仍然制约监察机关有效发挥监督职能的体制、机制两个方面的问题,并针对存在的问题提出了相应解决对策。Administrative inspection is a key to legitimate administration,upright administration and efficient administration.The paper illustrates advantages of administrative inspection law enforcement ordinance,analyses two problems of the system and mechanism in administrative inspection and puts forward the correspondingceuntermeasure.
