用工业化理念解决“三农”问题——衡阳“三农”问题初探

摘　　要：解决“三农”问题的关键是扩大农民就业, 促进农民增收, 用工业化理念统揽“三农”工作, 是促进农民就业和增收的必由之路。实现农民就业和增收目标, 必须切实把握工业主攻方向, 走活农业产业化和民营工业两条路子, 立足资源优势, 壮大支柱产业; 立足市场需求, 培植主导产业。在实施过程中, 要形成思想共识, 推进体制创新, 拓宽融资渠道, 加强人才培养, 加快园区建设, 优化服务环境。The keys to“three problems of peasant”are to expand peasants’employment,to increase peasants’ income and to manage peasants’ work with the idea of industrialization.To realize all these,one must take industrial orientation,strengthen the pillar industry by making full use of resources and develope leading industry according to market requirement.
