摘　　要：农村信用社长期以来存在着产权模糊、所有者缺位和责任不清的问题。2003年下半年以来进行的农信社的新一轮改革中将明晰产权关系作为改革的指导思想。作为这次改革试点的省 (市 )之一,浙江选择了以股份合作制为特征的农村合作银行模式。本文以浙江农村合作银行为例,对农村合作银行的产权结构进行分析,并对如何更好地促进农村合作银行的发展提出了政策建议。Rural credit cooperatives have been long troubled by mingled property, ownership absence and confusing accountability. The reform since mid-2003 addressed clear property as guiding principle. As one of the pilot provinces (municipalities), Zhejiang Province adopted rural cooperative banks as reform sample. This paper analyzes the property structure of rural cooperative banks in Zhejiang Province, proposes policy suggestions to promote rural cooperative bank development.
