试论西方新公共管理的理论缺陷

摘　　要：新公共管理思想是一种新的公共管理研究范式。新公共管理提出了实现专业化管理、关注绩效、分离公共部门的政策职能与管理职能,引入私营部门的管理方法以及主张以市场、结果和顾客为取向等理论观点,对公共行政研究具有重要意义。然而,我们必须看到新公共管理还存在着很多理论缺陷,体现在新公共管理价值现偏离公共管理本来的目标追求,在管理方法上盲目崇拜私营部门和市场管理技术与经验,时公共行政伦理和公共管理实践造成不利影响等,这些理论缺陷应引起我们特别注意。The new public management is a new paradigm of public management researching. It has put forward new ideas which have important significance to the researching of public administration such as specialized management, concerning effectiveness, the division of policy function with management function of public sectors, the introduction of managerial mode of private sectors, the guidance of market, outcome, and customers to the government, etc. However, we must realize that the new public management still has many theoretical defaults we must pay special attention to. Those defaults are often embodied by the deviation of the new public management' s values with the original goals of public management, the blind worship of managerial techniques and experiences in private sectors and market, the unfavorable influence to the ethics and practice of public administration, etc.
