摘　　要：贵州省现行城市规划管理体制存在规划审查审批制度不合理、缺乏强有力的协调机构和工作机制等问题,严重阻碍了城市建设和发展。改革方案包括成立省地两级城市规划管理委员会,调整健全省规委专家委员会,推行派驻规划监督员制度,健全规划执法机构和开展规划垂直管理体制试点等内容。There exist with the existing managementsystem of city planning in Guizhou Province suchproblems as unreasonable system of approval checkfor planning,lack of strong coordination organiza-tions and work systems,etc.which have seriouslyhindered the city construction and development.Theplan for the reform on this system is to establish cityplanning management committees at provincial andprefecture levels,adjust and set up provincial plan-ning expert committee,implement the system of sta-tioning planning superintendents and perfect the plan-ning law-executing organizations and start the ex-periment of the vertical planning management system,etc.[
