摘　　要：编制城市规划管理技术规定是建立城市规划法制化管理制度的具体措施。城市规划管理技术规定是各地城市规划、建设必须遵循的通则。在城市规划管理技术规定编制的工作中,对编制依据、编制主体、体例类别、主要内容等应有明确规定,并遵循编制程序。城市规划管理技术规定应体现出科学性、民主性与实用性。The compilation of the technical regula-tions for city planning management is an actualmeasure taken for the establishment of the legalmanagement system for city planning.It is a generalrule to follow in city planning and construction.Inthe technical regulations for city planning manage-ment ,such items as the basis of compilation,princi-pal part of the compilation,type of body andexamples,and the main content,etc.,are clearlystipulated.The regulations are compiled in accor-dance with the compilation procedure,which hasembodied the scientific feature,democracy and thepracticality of the regulations.[
