摘　　要：目前规划评审的地位、责任单位和操作程序不明确。要完善规划评审,应从法律上明确其地位和作用,由相对独立的机构进行组织和安排,规划评审专家的选择应有针对性,应采取多种规划评审方式。There is not a clear-cut definition in termsof the role of planning examination and approval,responsible unit,and the procedure for operation.To improve the system of planning examination andapproval,it is necessary to nail down its role andfunction by legal means and planning examinationand approval should be organized and carried outby relatively independent organs.The choice of ex-perts for the planning examination and approvalcommittee should be pertinent and diverse modesof planning examination and approval should beadopted.
