摘　　要：“一体化”是城市集聚发展的战略之一。由淮阴县城、淮安市区、淮阴市区组成的三淮区域的一体化发展战略所产生的集聚效应必将带动地区的发展。实施“三淮一体化”必须遵循双元财政的指导、联合投资、一体三治和共同受益等原则。应在确定人口规模、确定三淮区域的影响范围的基础上,调整地区产业结构,共建三淮生态环境。Integration'is one of the city cluster de-velopment strategies.The cluster effects generatedfrom the integration development strategy carriedout in the'Three Huai Region'(refers to the HuaiyinCounty Town,the Huai'an Urban Area and theHuaiyin Urban Area)will certainly boost the regionaldevelopment.To implement the'Three Huai Integra-tion' strategy,it has to follow the principle of'dualfinancial guidance,joint investment,one regime gov-erned by three separate administrative authoritiesand common benefit'.Based on the determinationsmade on the population scale and the influencedrange of the'Three Huai Region',it should adjust theindustrial structure and jointly build the eco-envi-ronment in the Three Huai Region
