珠江三角洲城市规划和行政区划的耦合演进机制研究

摘　　要：珠江三角洲城市化存在以下问题:城市(镇)数量激增,非户籍人口比例过大;小城市(镇)用地粗放,企业规模效益低下;城市产业相似系数较高,产业过度竞争;“城中村”现象普遍存在,且难以解决。行政区划的制度创新和城市规划的耦合协调是珠江三角洲城市化健康发展的内在要求和突出特点。There exist with the urbanization in the Pearl River Delta the following problems:the rapid increase in the number of cities and towns,the in- crease of non-registered population,the extensive use of land for cities and towns,low gains-to-scale of enterprises,high similar systems of numbers of urban industries,industrial overcompetition,omni- presence of the phenomenaof'villages in the city'all of which are hard to solve.Innovationof the system of administrative division and coupling coordination of urban planning are the inherent requirement and prominent characteristics for sound development of urbanization in the Pearl River Delta.
