摘　　要：北欧的生态城市规划的核心是对自然生态资源的规划管理与利用,规划针对各种自然生态资源进行实体化的设计与管理,并制定生态法律及控制指标。认知理念的差异,是中国与北欧国家生态城市建设水平存在较大差距的核心因素。在中国特有的社会与政策法律法规条件下,生态规划及生态建设的推进从本质上取决于国家和政府。The key in the ecological urban planning in northern Europe lies in the planning management and utilization of the natural ecological resources.In planning,incarnate designandmanagement is imple- mented according to various natural ecological re- sources and laws on ecological system are made and control target is set.The difference in the idea of cognition is the core element in the difference between China and European countries in urban ecological construction.Under the social,policy and legal conditions in China,the progress in ecological planning and ecological construction will be depen- dent on the state and government in essence. [
