摘　　要：本文给出了多震区的地区性指数，并通过分析龙陵地震前的预报、警报、强烈有感前震在减轻伤亡中的作用和通海地震伤亡达到最重的实例，提出了人口户外率的概念。Earthquake fatalities in Yunnan have vital local characteristics. The local indexes of fatalities in earthquake prone areas have been provided in this paper. Byanalyzing fatality reduction in the Longling Earthquake and studying the higher deathsin the Toughal Earthquake, a concept of Population Outdoor Ratio (POR), meaning theproportion of outdoor population to the total at the moment of earthquakes, has beenpresented.
