地方国有企业制度演进的内在机理分析——以遂溪县国营北坡糖厂改革为例

摘　　要：基于广东省遂溪县国营北坡糖厂改制的历史过程,采用制度经济学和公共选择理论对其进行分析。分析表明政府必须负起领导和推动地方国有企业制度创新的责任,而在制度变迁过程中,创造条件壮大创新团体的力量,则会使创新活动成功实施。企业只有首先成为独立市场主体,才会成为自主制度创新主体,才能处理好与农民和政府的关系,建立良好的企业形象。This paper investigates, from the perspective of the institutional economics and the public choice theory, the historical process of the institutional innovation of a state-own sugar plant in Suixi County, Zhanjiang, GuanDong. The government, as is shown, should play a leading role in promoting the local state-owned enterprise institutional innovations and provide favorable conditions for the enterprise to ensure a successful reform. The enterprise should, first of all, develop to be an independent major part of the market before it can take a major position of innovation in the independent system, deal well with the relationship between the farmers and the government, and develop its good image.
