摘　　要：本文考察世界移民的历史、发展趋势及其理论与实践 ,探讨我国的对策。作者认为 ,我们应当加强国际移民问题的研究 ,从时代的高度和国家发展战略层面来认识和处理国际移民问题 ,既要坚决反对非法移民 ,又要开拓正常渠道支持合法移民 ,并给新移民以必要的帮助。This article starts with a brief overview of international migration history and trends, then examines its theories and practice and discusses the Chinese policy on the issue. The author argues that we should do more research on international migration, approach it from the perspective of globalization and manage it on the level of development strategy. As for the state policy, the author strongly suggests that while the illegal migration should be dealt with seriously, the state should provide adequate assistance to legal emigrants by opening new channels. $$$$
