摘　　要：通过分析沮漳河流域在洪水开发、利用、管理中存在的主要问题,提出沮漳河流域洪水管理思路是转变观念,由控制洪水向洪水管理转变,实现人与水和谐相处,建立流域管理机构,给洪水以出路,洪水资源化,改善和加强生态系统的保护、建设,重视非工程措施和提高水资源的承载能力。Flood management thinking for the Juzhang River Basin is to transfer controling flood to management flood, set up a river basin management organization, provide spaces for flood retention, make use of flood water, considering issues of floods development, utilization and management in the Quzhang River Basin, according to the principle of a harmonious coexistence of human being with water. The other approaches includes improvement of ecological environment and construction, non-engineering measures and increasing bearing capacity of water resources.
