流通产业零散度分析与政府产业政策规制

摘　　要：改革开放以来,由于政府产业规制缺位,国内流通产业发展缺乏科学的引导与合理的控制,企业内部组织结构形态呈现出非理性化发展的态势,主要表现为流通产业零散度大,竞争能力弱,尤其是在对外开放背景下,“散、小、弱”的中国流通产业面临着国外流通企业进入的巨大压力。结合中国国情,探讨中国流通产业政府规制的必要性,确立起合理的产业规制政策体系,是中国流通产业未来健康发展的有效途径。The circulation industry is an industry with a low-economical ent ry rampart.Since the open-up,because of the absence of government industry rules ,the development of the internal circulation industry lacks the scientific guide and rational control,and the inner organizational forms of corporations are in a state of irrational development,which mostly show in the high scattered degree and the weak competitive power of the industry.Especially in the background of the open-up,the scattered,small,weak Chinese circulation industry is facing the tremendous pressrue of the entering of foreign circulation enterprises.Combining with Chinese situation,an impactful way for future healthy development of Chinese circulation industry is to probe into the necessity of government rules and t o establish a rational policy system of industry rules.
