以科学的发展观对“科教兴陕”战略若干问题的几点认识

摘　　要：“科教兴陕”战略实施10年, 反观其问题, 十分令人担忧 陕西教育大省、科技强省的地位明显下降, 教育结构落后, 严重制约经济社会发展; 陕西的企业竞争力日趋弱化; 以科学的发展观重新审视“科教兴陕”战略, 我们认为最重要的工作是 积极实施“人才强省”战略, 以“人才强省”战略推进“科教兴陕”战略; 改“一线两带”战略为“一线四带”战略, 实现三大区域经济协调发展; 深化体制改革, 强化科技、教育对经济社会发展的基础性、先导性作用; 以科技创新为龙头, 加快产业结构调整, 全面提升经济运行质量和综合经济竞争力。The strategy of “prospering Shaanxi by science and education” has been carried out for 10 years.Yet some problems are worrying:the position of Shaanxi as a great educational and scientific province has been falling off;the educational structure is far behind and thus limits the economic and social development:enterprises in Shaanxi have lower and lower competing ability,and so on.Based on the reconsideration on the strategy of “prospering Shaanxi by education and science” from the viewpoint of scientific development,this paper judges the most important thing are:to carry out the strategy of “prospering Shaanxi by talented person” which can advance the strategy of “prospering Shaanxi by science and education”;to change “one line and two districts” into “one line and four districts” so that the economy in three districts can be developed in harmony;to deepen the system reformation and strengthen the foundationaland leading function of education and science to social development;to start from the scientific innovation and speed up the adjustment of industry structure in order to completely enhance the quality of economy and integrated economic competing ability.
