摘　　要：采暖改革是建筑节能的一个重要方面,在建筑采暖由福利制向市场化过渡的过程中,必须解决影响采暖改革的各种问题,指定合理的热价并寻求最佳的方案。Innovation of heating is one of the important aspects in the energy saving of architecture. During the process of welfare system transitting to market system, the problems which infect the innovation must be resolved, the reasonable price of heating must be specified and the furthest project must be seeked.
