摘　　要：本文运用公共产品和准公共产品理论以及多级政府分工管理理论对我国农业综合开发的战略定位问题展开分析,提出了农业综合开发应定位于农业准公共产品的提供,并应确立地方政府的开发主体地位的观点。By using policy tools such as public (and quasi-public) goods and multi-level of the government administration, the author analyzes the strategic positioning of the state agricultural overall development. The paper concludes that agricultural development projects should be treated as quasi-public goods, and the local authorities should become the main player in such initiative
