我国新型农村合作医疗制度及其实施过程的社会性别分析——以天津市大港区为例

摘　　要：本文基于天津市大港区实施新型农村合作医疗的实践,从社会性别视角分析了我国新型农村合作医疗制度设计和实施中涉及到的性别平等问题。本文讨论了新型农村合作医疗制度的建立对于农村妇女健康的有利影响,同时也指出新型农村合作医疗在具体实施过程中存在的社会性别盲点对农村妇女健康可能产生的不利影响。最后,本文建议在具体实施新型农村合作医疗制度过程中需要增强社会性别敏感,政府应采取积极措施,使农村妇女中弱势人群在以家庭为基础的新型农村合作医疗制度的实施过程中平等受益。With reference to the practice of the new rural cooperative medical service in Tianjin's Dagang District, this essay analyses, from the gender angle, the gender equality issue involved in the designing and implementing of this new medical service in China. While describing the favorable effects of the establishment of the new medical service on rural women's health, the essay also points out the possible unfavorable effects on it caused by the gender blind spots arising in the implementation of the new medical service. The essay winds up with the suggestion that gender sensitivity be enhanced in the course of implementing the new rural cooperative medical service, that the government adopt positive measures to enable the disadvantaged among country women to reap equal benefits out of the family-based new rural cooperative medical service.
