从均势制衡的难题看多边主义的兴起

摘　　要：冷战后,国际政治中国家种种非制衡行为所表现的违背均势的难题,一定程度上论证了以工具理性为核心、力量结构为特征的均势论是一种单维的非演进的国家战略理论。制度性多边主义以建构国际规制为内容、以协调国际合作为目的的普遍行为原则为全球化时代的国际关系提供了一条现实的选择途径和价值取向,成为国际政治日趋明显的发展脉络。中国的战略思维须符合国际体系的演进脉络和国际社会的衍生机理,以进化意识和全球视角超越极化思维,以多边主义理念和多边外交政策作为其对外关系诉求的表达。After the Cold War, many non-balanced behaviors of countries in the world system gave rise to difficulties in main￣taining a balance of power. To a certain extent, this testifies that balance-of-power theory, characterized by pragmatic logic and power structure, is a single-way non-evolutionary national strategic theory. The generalized behavior principle of institutional multilateralism aims to construct international regimes and coordinate international cooperation. It offers a practical way of approach and value orientation for international relations in the globalized era, and it has tended to be￣come a prominent development route for international politics. Chinese strategic thinking should accord with the evolu￣tionary path of the international system and accord with the evolutionary mechanisms of international society, allowing for evolutionary consciousness and global views that transcend polarized views, and allowing for multilateralism and multilateral diplomacy to become the main expression of the claims of international relations.
