摘　　要：市场经济的不同发展阶段中,市场这只“看不见的手”和国家干预这只看得见的手为了协调并促进社会发展曾在不同的时期得以不同程度地强调过。本文试图从自然资源法的角度,通过追溯自然资源法的历史演进过程,结合各种法律手段在自然资源立法中的综合运用,指出实现自然资源领域的可持续发展必然要求市场机制与国家干预在经济发展和资源保护之间寻求一个最佳平衡点。The importance of the role of market mechanism and government regulation in social economy has been emphasized respectively at the different stage in history. From a perspective of natural resources law,this paper points out that the perfect co-ordination of market mechanism and government regulation is the key to keep sustainable development.
