摘　　要：配电运营模式的市场化改革是大势所趋,国外传统的配电管制正在向激励性管制转变,基于标尺竞争的配电市场模式由于其内在优势受到各国重视。作者对配电侧放松管制和管制重建进行了分析,介绍了标尺竞争的基本理论及其优点和存在的问题,总结了标尺竞争在各国配电市场中的应用和经验,结合我国的实际提出了我国配电侧引入标尺竞争的基本框架。The marketization of power distribution operation mode is the general trend and traditional regulation of power distribution abroad is being transformed to incentive regulation, meanwhile the attention is paid to yardstick competition based distribution market mode because of its intrinsic superiority. Here, the distribution deregulation and regulation-rebuilding are analyzed, the basic theory, merits and existing problems of yardstick competition are presented. The application and influence of yardstick competition in power distribution markets of other countries are summarized, considering the domestic practical condition the basic frame of leading the yardstick competition to power distribution side in China is proposed.
