摘　　要：城市流动人口的管理是一个事关全面建设小康社会的重大课题。文章以邓小平统战理论为基点,运用新时期统一战线思想对流动人口管理在理论依据、实践基础、路径走向及组织保障与运行机制等方面进行了探讨分析,得出“统一战线应该是做好流动人口工作的法宝”的结论。The management of non-permanent residents in cities is a key issue concerning the all-round construction of a well-to-do community. This paper explores into this issue in terms of its theoretical bases, practices, trends as well as its administrative and operative system. This study is based on the United Front Thought with Deng Xiaoping Theory as the guideline. It is concluded that the application of the United Front Thought is a feasible solution to the problem of non-permanent residents.
