摘　　要：建立一个全国统一的社会保障制度已刻不容缓。公平性、社会保障与市场保障 (商业保险)相结合和全社会覆盖或称广覆盖, 是建立和完善新型社会保障制度必须坚持的基本原则。结合当前我国实际, 应建立一个适度、高覆盖率、全国统一标准的社会保障制度, 并建立起相应的资金筹措和运行机制。It is urgent to establish an integrated national social insurance system. Fare and the combination between social guarantee and the market guarantee (business insurance) and the whole society coverage, or broadened coverage are the basic principles to which we must adhere for the establishment and perfection of the new type of social guarantee system. With regard to our country’s present actual situation, a social guarantee system of “one suitability, one height and whole integrity” should be established. The raise of the fund for the system, the operation system and management are also discussed in the paper.
