摘　　要：巴黎和会期间的五四运动和华盛顿会议期间反对中日直接交涉的抗议运动都因山东权益而起,但前者如火如荼,后者波澜不惊。从民众运动自身发展规律分析,两次争国权运动的差异确乎是由不同的国际环境、运动思想基础的转变、舆论对不利外交消息的不同传播方式、握有舆论导向权的文化人态度的变化及运动内部发生干扰等因素造成的。The May Fourth Movement, which took place during the Paris Peace Conference, and the protest movement opposing direct negotiations between China and Japan, which took place during the Washington Conference both arose over rights to and interests in Shandong. However, the first movement spread like wildfire, while the second was comparatively peaceful. Analyzed in the light of the pattern of development of mass movements, it is certain that the differences between the two movements resulted from the following factors: the different international environments,changes in basic ideology, different public media for spreading diplomatic news, changes in the attitudes of intellectuals who controlled public opinion, internal disturbances in the movements themselves, and so on.
