摘　　要：针对我国目前医疗保险费用不合理利用的问题,依据经济收入、卫生服务可及性、医疗相关社会关系与经费资助情况4个方面,将卫生资源利用人群分成优势群体、弱势群体和处于其间状态的中间群体3种,针对当前这3类人群对卫生资源的利用情况,探讨了了卫生资源未能得到合理利用的人群原因,认为优势群体是导致卫生资源未能够合理利用的主要原因。在此基础上提出关于医疗保险背景下卫生资源合理利用的政策措施。The article is aimed at the problem of irrational using medical insurance expenditure, according to income,accessible health services, social factor related medicine and subside, it is differentiated to advantage community, inferior community and between them.Analysis the health resources using of the three kinds of communities. Discussing the community reason which health resources are irrational used. It is thought that advantage community is main reason. And bring forward some policy measures in present background of medical insurance.
